Reasonable Suspicion

Recently I was asked the following: "If a supervisor sees an employee drinking at lunch can that supervisor request that the employee submit to a breath test when he returns to the workplace?"

The answer I gave was as follows: "I would first ask: What state? (some require suspicion of “impairment on the job”) and what does the company policy say? (Prohibit use at lunch?). But usually they could test."
